I also eventually gave up my search killed house joined yes man and killed the dam NCR and legion and made vegas free cept it got over run by fiends and all went to hell

You must do Arcades personal quest to meet them, or at least to see them as Enclave members...

^ Yeah, you can only find them when you do Arcades quest

Go to old mormon fort in Freeside and talk to Arcade get him as a follower and do his quest by taking him to places that remind him of enclave e.i. energy weapons,tech that kinda stuff.

Wish the Enclave was powerful and played a role as a contender for Vegas the player can join. Not just help, join.

There are 5 known alive Enclave members on the West Coast, and they are old farts. The remaining Enclave forces went to the East. For all intents and purposes, the Enclave was wiped out in the West Coast. If Bethesda is concerned with consistency, they'll be dead in the East in Fallout 4. Obsidian made the decision not to include the Enclave as a main power and have the Remnants for the sole reason that it makes sense. The only place where organized Enclave would exist is Chicago, but that is merely an outpost, not a base of operations such as Ravenrock.

As everyone else said, get Arcade and do his quest. Just don't expect it to be like Fallout 3. These are old guys from the original Enclave forces in Fallout 2. There is no Enclave in New Vegas, just former Enclave members.
