Just started playing this game and I was curious if npc's and other generic enemies respawn over time.

Named characters do not. SOME enemies respawn. Typically, if you clear a building or cave, the enemies INSIDE will not respawn. If they're outside, it's more than likely they will respawn. I don't believe Blind Deathclaws respawn however.
