A friend asked me this

A friend from elsewhere asked me:

"Hey I just bought Fallout 3 GOTY edition from Steam and it crashes the second I start a game. I run windows 7 (64bit) have 2 Intel dual core i3's dual threads each. A Intel R HD graphics 3,000 dynamically allocating RAM between standard and GPU use. 4gb of DDR3 RAM. I've tried running in compatibility mode and as an administrator to no avail. Any ideas? Thanks"

So yeah, do any of you guys know what is wrong?

Highlighted. It just doesn't work, and isn't supposed to do so.
