Refraction shader for world objects?

Is there any way to apply the refraction shaders you get from e.g. the Stealth Boy to world objects like glass bottles or something? I tried to set the SF_REFRACTION shader in NifSkope and played around a little with the refraction properties in Blender, however this only made the object completely invisible.

Are there any settings in NifSkope or the GECK I might have missed for enabling refraction shaders for anything that isn't water?
