I want to get back into New Vegas, but one thing I was wondering first is if they ever changed that you can't play anymore once you finish the main quest line if you have DLC.

No, the reason being if they did no real change would have been made by the player. The world would have stayed the same....

I recently got my wife into Bethesda and she wants to play NV now that she's almost beat Fo3. I had problems with my mortality at the end of NV and I don't like damage threshold. I prefer resistance. I like the idea of DT but in practice, I think DR is more effective.. :/
