Dissolution of the Mages Guild

Seeing as the Mage's Guild dissolved in 4E 175 and the College of Winterhold is a self-contained organization, is there still a wide-spread teaching of magic in schoolish environments across Tamriel? The Synod and College of Whispers sprung up in its wake but how much is known about them? Where are each spread? Do they act similar to the old Mage's Guild and actively teach magic to the public or do they tend to keep to themselves like the College of Winterhold?

What is the overall view towards mages and their magics across Tamriel? Is the suspicion towards them from the part of magic in the Great War held in places beyond Skyrim?

They're rival groups. The College of Whispers leans towards the dark arts that were forbidden by the Mages Guild, according to the few sources we have. The Synod has rediscovered lost arts like levitation, but they're more interested in hoarding powerful artifacts to gain favor with the throne and the Council than to teach magic to the masses. Neither of these organizations are exactly like the old Guild was.

Also to note, the Synod does not like the idea of practicing the darker arts. And the College isn't just some dark arts school, it just allows it without taboo.

Also to note, both organizations are more focused on status and politicking than actually magical studies.

Dialog you find as you play the College quests, and talk with some of the College teachers.

It's also mentioned in the Greg Keyes novels.

And Hellmouth is right. The College doesn't just focus on Necromancy, etc. but they freely allow it.

Mages Guild was already dissolved in 4E40, novels' time…

Hierem, the "Chief Minister to Emperor Titus Mede" during the novels was the last Arch-Mage of the guild…

You see this date http://elderscrolls.wikia.com/wiki/Mages_Guild…?
Elder Scrolls wikia isn't reliable…
