Fallout 4 Question - Will

I was over and No Mutants Allowed, reading a backlog of their news posts and I read http://www.angry-gamers.net/game-articles/xbox-articles/rpg-genre.htm from Angry-Gamers.com. The quote that got my attention follows:
For me, the list of true RPGs is quite short. Nearly any game involving Tim Cain or a studio he used to be part of (Black Isle and Troika Games). Obsidian Entertainment is looking to be a very promising developer within this genre, especially with their upcoming title Alpha Protocol. And the new Fallout installment will be developed by them and Josh Sawyer, known from Icewind Dale 2, a designer who wasn't brought into the world by a mother who clearly drank during her pregnancy, like Todd Howard.

Now, for me, if this is true it's awesome news. I hated fallout 3, scratch that, I disagreed with the gameplay style. I also considered the dialogue lacking in comparison to tf3's predecessors. Hell, I didn't even consider it worth renting the game when I saw the previews. I got it off a friend who didn't want it anymore and 12 levels in I understood why.

However, I'm not here to rant on F3. I'm just interested in knowing a few things pertaining to Fallout 4 info presented quote above. Specially if any of this has been confirmed by a gamesas representative and knowing the source of those rumours. If Tim Cain and/or Josh Sawye were involved in Fallout 4 I'd pre-order it as soon as I could.

Obsidian is making Fallout: New Vegas. It looks like they're going to be reusing a lot of resources from Fallout 3, just making a new adventure centered around a different area. Possibly a few new gameplay twists, but we'll have to see until more details come out. Bethesda will be making Fallout 4.

I think they are using the same engine (or similar), so it wont be too different.

It should also be noted that Tim Cain has nothing to do with any Fallout titles in production at this time. He's over at NCSoft.

I still worry about Obsidian because they botched KOTOR 2 in my opinion.

Stating that Obsidian Entertainment is good at making RPG's automatically nullifies any credibility that author had. They screwed up KOTOR as a second hand project, using the same engine. And somehow it was even more buggy. I expect the same with Fallout: New Vegas.

Also, sounds like the author of that article has an extreme bias against any game that doesn't take stuff like Wind direction, weight (in grams of course) and angle of planetary alignment when firing arrows.

Hopefully one day, depth of mechanics and ease of entry will go hand in hand in the RPG genre, but until then, and especially now, making a "Cult" Game like the original Fallout games is not economically viable. I'd rather have a "Great" Game in the eyes of 5million people and secure the future of additional installments than an "Amazing" Game that sinks the developer to the bottom of the ocean because all the Halotards couldn't grasp that the 10mm was a Small gun.

To be fair that was because they were rushed by Bioware.

Think about it, why would they leave over a gigabyte of unused content in the data files if they planned on half-assing the job the start?
