Also, there is nothing that would blow our beloved TES 'greyness' to shreds like a republic.
There are very few things in the world people paint black and white these days, but if you put democracy into the mix in TES, people will start painting the world in that fashion. Suburban conception of Democracy always = good, and anything else always = bad is one of the major tenets of mainstream Western morality (unlike most other parts of the world, see BRICs, and so forth).
In short, TES staying TES relies on everyone in power being at least a little bit of an a**hole. Tamriel is portrayed as the "Arena" for a reason. Insert democracy, and in-game morality inevitably tends toward "Save the baby vs. Kick the puppy" dynamics.
