Yup that's Fallout 3 for sure. You should come back to the land of the Capital Wasteland.

Oh yes, now I'm hyped to download from Steam again and start catching up on what mod authors have been up to during this time.

Fallout 3 is one of my all time favorites, as it was the first game I played since the 8-bit NES days.
