Strange fix for lag, any ideas how to...

My game of fallout 3 new vegas ran great. I made it all the way to the strip on my first save and suddenly my game started lagging and became unplayable. After a lot of looking online, setting graphics to their lowest, and installing/re-installing my game I found out that if I disable all sound devices my game would run totally smooth again at full settings.

I don't know why this works, but it does. I ever tried deleting all of my sound drivers and re-installing them but I still have to turn off sound to get it to work. I can play Skyrim and all of my other games fine with sound, so I don't know whats up. Anyone one else have this problem, and if so how can I get it to work with sound?

PS - I have tried disabling sound in the .ini file and it still lags, tried changing the cache size, nothing works. I have to disable the sound card all the way.

Use mods? Is the lag still there with a new game? Does your card have acceleration features? Try lowering it or disabling it.

That is without mods. Very strange with new games. If I start a new game it's just as laggy, but if I delete all of my saved games and start a new one it works great till I get out of the door of the docs house after the intro then the lag comes back. My sound card doesn't have any acceleration, I've looked because I read it could cause problems. I've tried removing all of my codecs, installing different codec packs, etc. I even turned the sound back on after starting the game, and it took about 5 seconds for it to start freezing up again.
