Elder Scrolls Game About a War

I've only ever played Morrowind, Oblivion, and Skyrim. One thing that I noticed in each one was that the player-character was a 'chosen hero' type of fellow. They were all part of some bigger plot help save the world (as far as I can tell, I may be completely wrong).

I've always been interested in the wars and battles throughout Tamriel history. I've always wanted a TES game based around some kind of war. Sure we had the Civil War in Skyrim, but I was disappointed with the 'battles' and felt they could have been better.

I'd like to see two forces with infantry who stay in formations and fight, with archers who support them, and maybe even some cavalry that charge every now and then. It'd be cool to participate in the battles when Tiber Septim conquered Tamriel and whatnot. Maybe even where you could deploy and maneuver units on the battlefield.

I know it's not really 'TES'-ish but maybe a spinoff?

TES:O maybe? It's supposed to have like, a couple hundred players in battles.

As with every computer game, my PC would melt, die, and/or blow-up.

TES Total War is what we need, but even that wouldn't satisfy me I don't think. Essentially, they would have to make the faction list ENORMOUS because Tamriel's 'province' system is really just pretty words for a mesh of petty city-states and Kingdoms with finicky allegiances to the 'Empire' that usually turn hostile the first chance they get.

I'd like that a lot. Perhaps as a spin-off series, similar to TES Adventures?
I'd love a game set in the Great War. I know that throughout Tamriel's history there have been many, many other wars, but it'd be nice to fill in the gaps between Oblivion and Skyrim.
