Does anyone remember that in Oblivion, the Elder Council is almost non existent in the White-Gold-Tower? (Ocato being the only exception.) I find that strange and disappointed about that. But it is most likely because of game limitations or relaease date that Beth did not add any other "Council members." But let's come up with an In-universe theory of why almost the entire Elder Council is not present in a crisis like Dagon's invasion. I would assume that they all are hidden somewhere in the Tower to prevent a mythic dawn attack on them.

Probably tending to there own provinces during the invasion, they probably hold counsel via magical means.

I don't think we need a theory; I believe Ocato address's the issue by saying they tending to their respective provinces.

Really? It's been a while since I played the game. But that explains the absence of the members from other provinces, but where are the ones from Cyrodiil?

Aye, Its been quite awhile since I've played too so I can't say for 100% certain but I believe there's dialogue regrading it. As for other councilers, who knows. We don't really know whospart of the council, or how big it is. Could be that during the attack they were caught up in sieged cities or even outright killed.

Well I think that the number of councilman are the same number of chairs in the room. As for the Imperial councilmen, it's plausible, but I figured that the entire council would sped almost all the time in the Imperial city, and if there were any that left, besides of the Non Imperials, to another city, that would be a very few. That's why I suppose that they are hiding somewhere from Mythic Dawn Agents.

I don't quite remember how many seats there were to be honest with you, but I don't have access to Oblivion atm to check. Depending on who the councilmen were, would depend on where they were. The Colovian's didn't like the Imperial City and prefered to spend their time in Colovia as mentioned in the 1st PGE. The Nibeans were just too far out there in essence for the more methodical and rough Colovians; too much pomp and fanfare you see.

Interesting. So your saying that most of the Colovian councilmen could be at Colovia by the time the invasion started? If so, then all we need to theorize is where the Nibean councilmen are. (Which would probably be the ones hiding from Mythic Dawn agents in my opinion.)

Oblivion didn't even do a half decent job at showing the stark divide in culture between the Nibanese and the Colovians. I can't speak for all Colovians, but its well known that they were pretty much put off by Nibanese culture, despite the fact most Kings were of Colovian descent. I'm certain members from all across the board probably went into some form of hiding to save their sorry skins from the possibility of assassination, but then again, we don't know who was all on the council either.

BTW, there are 30 seats in the Elder Council Chambers. Then again, this is based on in-game representations where the IC population is only the the 100s max, so it might not be to proper scale.

Thats actually alot more than I thought there would be.
