A Tale of Five "Massive" Cities

The Challenge: You have just been hired as Bethesda's first official Elder Scrolls Lore Consultant. The next Elder Scrolls game is in preproduction as the rest of the studio gears up for Fallout IV. Much of the basics are just being laid down, and your services as of yet have not been put to work. Just recently, however, the developer team has decided that the next game will follow Skyrim's city design of creating five large cities upon which to focus the game's content. Each city should be equidistant and part of its own geographic region with its own unique and flavorful style and atmosphere.

You are approached and asked to make the difficult choice: Which cities to include in the Big Five?

There is a issue, however. The developer committee is currently in hot dispute as to which province the series should next travel, so for the time being you will have to draw up plans for every province. Never fear! You have the entire gamesas Lore forum to help you out!

The Rules: Choose a province, and focus on making an argument from lore as to which cities to include or exclude in the Big Five. For now, Monkey Truth is not strictly off limits. But it should be used with moderation. Your job position only establishes you as a consultant, not a creator (although you have high hopes that if this goes well, Beth will promote you), after all. You may also cite design reasons, but your focus should be upon the lore to back up your choices. You must operate within your design limitations. Moving cities and renaming cities is okay, so as long as you note your changes. The only province not up for debate is Skyrim, but choosing any other province (or indeed, multiple provinces) is okay.
