As I tried to experiment with it more and more it just started outright crashing on me, so I sought another way to push Daggerfall's terrain generation system.
I talked about it on the DaggerXL IRC channel and SuperSnake (or python+) recommended http://andux.svatopluk.com/. I checked it out and the heightmap of Daggerfall it created had https://dl.dropbox.com/u/32146097/The%20two%20mountains%20of%20the%20Illiac%20Bay.jpg, each one cell large.
