Looking at Skyrim I've come to the conclusion that they are. I'm not THAT in tune with Altmer's in lore but I do not know of a single case where they are portrayed as weak, pre-Skyrim or post-Skyrim, and mechanically they are quite considerably stronger than any other race with melee at high levels, bar the Orc's with their Berserk rage.
