....or rather the grass seems to grow in front of me and disppear after I am walk away a few feet and I can see distant land but the draw distance is weird where I might be looking one second and after a few feet I see a shrine pop up all of a sudden. I remeber this vaguely from Oblvion but after playing Skyrim this seems to be really pronunced and infuritaing...any mod or INI tweak that fixes this or makes the transitions a bit less jarring?

Look in the Oblivion.ini for this section:

If you raise those 2 bold lines, that should help out.

You can of course adjust the distance at which free-standing grasses materialize in the Options Menu. There is also a Bashed Patch setting to stabilize grasses. For structures, rocks, etc. to be seen at distance you need RAEVWD mods. Much of Cyrodiil, Elsweyr, and the Realm of Madness is covered by the various RAEVWD packages. Most packages are Arthmoor's work, though there are few non Arthmoor RAEWD-like packages that supplement them. Also, install TES4LOGgen and run it each time you adjust your load-order and/or add a new RAEVWD pack.

Equally though, you will find that you just get used to it eventually, I barely even notice anymore. Bear in mind that amending the above setting and/or adding RAEVWD packs will impact performance depending on spec and mods...
