Thalmor Leadership and Alinor

So I'm putting out two questions for speculation on the Aldmeri Dominion that I'd like to get some thoughts on:

For one, is there any indication, in lore or otherwise, how exactly the Thalmor leadership is organized or who their ruling body/head of state is? For my part, I've always assumed that they were something of an oligarchy, ruled by a select group of elite Thalmor members whos names we have yet to learn. However does this sound like an adequate theory or is there perhaps indications that point to something else?

Second, I've heard bits a pieces lately from some forum members referring to a food shortage on Alinor based upon some note in Dawnguard. What exactly is this note and what is the context of it?

There is surprisingly little to know about the biggest threat to Tamriel.

I dont believe that we've heard anything about the Dominion's ruling structure. An oligarchy would make sense for such a..... militaristic society.

I imagine that it's a military council. From what I've experienced in Skyrim, they seem to be such charming fellows that I wouldn't be surprised if their council acted in a similar fashion to that of which the Vvadenfell Telvanni's council worked (series of 'Mouths' representing the individual Masters due to the dangers associated with putting them all in the same room at the same time), though the segregation would probably be due to the threat of both external and internal political assissination rather than them not getting on well.
