Are there any "recover magicka" spells or enchanted items? Or was the idea canned by Betheseda?

You have to use potions or scrolls to recover magicka.
You can also use the Spell Absorption or Absorb Magicka effects to refill magicka.

Resting refills it too, of course. (unless you have the Atronach birthsign)
