My best advice would be to see how Rivet City does theirs. But basically what you're aiming to do is create a few wander packages, and then get the bounty on the player, followed by a dialogue with options. I havn't been able to find any exact tutorials but these may help:

Perhaps even look at Oblivion's guards as I don't think FO3 has any really good examples.
