The Fallen Civilization
So it seems the past repeats itself, the Bear and the Bull came to clash once more at the Second Battle of the Hoover DamEach had made new friends in the wasteland since first they clashed
Raider clans, heavily armored paladins, mutants, ghouls, and the remains of the old guard government.
All took their sides and met on the field of battle
This time they faced one more faction, only so recently born upon this cracked Earth. The Courier marched on the Hoover Dam, supported by Yes Man and his assemblage of robotic allies.
In its aftermath neither the Bull nor the Bear expected the Courier's armada of Securitrons. With Yes Man's help the Courier had taken control of New Vegas and left a wounded NCR in a state of Civil War and the Bull would never recover from the loss of their great leader, Caesar.
Remnants of Enclave Personnel took both of these as an opportunity to rise again. They unified in NCR Territory and began a long war that ended in defeat once again for the Enclave, however it weakened the NCR's military significantly and they are still rebuilding.
Cities and States both near and far have been effected by the Courier's actions.
Small Factions try to control areas uninhabited by the Great Powers, even Houston Texas, previously the 4th Largest City in America has fallen prey to these people, but they are willing to negotiate with one an other, in fact one group has called a meeting in the Grey Hawk Mercenaries's HQ.
Whether or not this will cause more bloodshed is up to fate.

In-Depth History: Connor Alaskar was born in Houston Texas, his mother was an Enclave Major and his father was an Enclave Lieutenant, they raised him on the base. The Enclave group in Houston were ordered to Chicago, IL for reasons unknown to this day. After their arrival they were killed by a defective soldier, after their deaths he wanted nothing to do with the Enclave, as this had proven to him that no man was incorruptable. Appearance: Not a hair in his head, Ray hides his hideous face behind a halloween mask, picturing a grimacing devil. Otherwise Ray is like any other ghoul, and 1,76 meters tall.
Morality: Neutral evil
Personality: Ray's a cruel man, he lost his sympathy towards every living creature in the years following the Great War and after his exile from Necropolis. Ray has seen the world burn once, and doesn't desire to see it burn again, unless he credits from it. He also suffers from slight madness, seeing his old nemesis, Set, behind every scheme. Ray also has a fascination of sorts to halloween horrors, as he likes to do horror stories he has heard or read. Devils and demons who take peoples skin especially interest him.
Combat skills: Handles a Wattz 1000 laser pistol perfectly, but not other energy weapons. Ray also uses a Ripper, but only with moderate skill. These are the only weapons he's ever used, and he cannot adapt to any other fighting style than his laser pistol in the left hand and a ripper in the right.
Non-Combat skills: Can give a speech better than most, also knows how to survive in the wastes. He also received some education within his vault and worked for Vault-Tec, so he knows some science.

History:
Ray Hagan was a Vault-Tec employee before the Great War and took shelter from the nuclear destruction within Vault 12. He was the overseer of that vault in the age of 41, but it did not matter much, since the vault couldn't be sealed properly, so radiation leaked in, making ghouls out of the residents. When the vault dwellers left their vault, Ray was overthrown from power by Set, who became leader of the rising community of Necropolis.
Ray fled north, and in his years out in the wastes, he learned how to survive of the land. His growing self disgust of being a ghoul, as he was quite a looker in his better days, was eased as he found a halloween mask carrying the likeness of a grimacing devil in the ruins of Los Angeles where he had wandered in his exile. There he also encountered the most cruel gang in all of L.A., the Rippers. Ray joined them and received the signature weapon of the gang, a ripper. Hagan started to use his laser pistol in unison with the ripper, perfecting his fighting style over the years. Ray was with the gang all the way to it's doom, as a horde of deathclaws arrived into the Rippers turf, driving them away and killing some.
After abandoning the Rippers, Ray wandered along the highway 10, where he met up with a slaver caravan. Ray did not mind their immoral agenda and joined them, for they were heading the same way as he. In Phoenix they encountered various tribals, who they enslaved. When the slaver caravan decided to head to California, despite Ray's objections, and that angered Ray. He murdered some of the slavers while they slept and had a fight with the reast that almost costed him his life. In the end, Ray had prevailed and only two slavers remained.
Ray sawed off their faces, or noses and skin on their face to be precise, and tended to their wounds so that they lived the horrid torture. He kept them around long enough time for recovery from the wounds. During that time Ray made a hobby for himself out of hunting slaves he freed one by one. Once he caught them, he skinned them as well as he could with his ripper which he had received in L.A. The skins he tailored together to form a few macabre pieces of clothing and gave them to the slavers to take with them and told them to spread the word about the Devil who roamed the wastes.
Soon Ray became bored with his hunting and continued along highway 10, seeing many communities rise from the ashes of humanity. He did not stay in one place for long, usually only long enough to learn how things were done in that settlement and how they became succesful, and eventually reached San Antonio, as an old and experienced ghoul. When he encountered the Redskins, Ray thought that he could settle down for sometime, relax for once. But the leader of the Redskins infuriated him with his comments and slights, and Ray murdered him in the night. The group punished him by sending him to a ruin filled with radiation, which did not bother Ray. When emerged from the ruin, he gained the obediance of the Redskins and the event filled his head with old memories of a powerful position and with dreams of a grand nation.
Ray lead the group out of San Antonio, giving them a new purpose. The reached Tiki island in the outskirts of Houston, and Ray decided to form his realm here and to be immortalised in history. Ray allowed some wastelanders to enter his domain, taking them as labour force who bought safety with food and other commodities.

In-Depth History: Born and then thrust into the Sentinel system, his mother was the last woman of the sentinels to be inducted and died after childbirth, thus beginning the current system of Induction, trained under the wing of Corporal Tyler Jenkins as a Cadet, he was formally inducted at the age of 16 and made a private, he fought his way through various skirmishes to become the captain, first leading them to "Fort Sentinel" as it is now known and establishing the HQ there, and from then on ensuring the upkeep of the sentinels.
