If I were to open up the console commands and used "enablestatreviewmenu" and change my character's race n' face, would that put me back at Level 1 and restart my Skill Levels as well.

If I remember right, one of the times I played MW over again, my character was at a fairly good lvl (somewhere at the 10s), and then it inexplicably reverted back to level one with the skills unaffected.

Quicksave and test it out.

According to the wiki, you risk losing any spells learned and disease resistance (if you had gotten to the corprus stage of the main quest).

However, you can just as easily use the console to replace whatever you've lost, and give yourself anything else you may want.
