White Legs Marked Men not hostile by default

I have run across a problem with these two groups in that, without attacking them, they are neutral, appearing yellow on the compass and not attacking or reacting much at all to my presence. Is this how it is supposed to be or have I run across a bug? I am a member of the player faction ("player.getfactionrank 1b2a4" gives a faction rank of 1) though I have removed and readded the player to this faction.

Load order:

FalloutNV.esm
DeadMoney.esm
HonestHearts.esm
OldWorldBlues.esm
LonesomeRoad.esm
GunRunnersArsenal.esm
CaravanPack.esm
ClassicPack.esm
MercenaryPack.esm
TribalPack.esm

Edit: Would SetFactionReaction 0200a4a3 1b2a4 0 solve my problem for the white legs at least? I am assuming here that 1 is non hostile and 0 is hostile.

Edit2: Scratch that, seems every DLC have their own player faction

Edit3: So I used "player.removefromallfactions" which would also remove the player from DLC factions. I am going to readd the player to these factions and see if that solves the problem. Also, are there any other factions that the player is a member of by default?

Edit4: Readding the player to DLC player factions solves the problem, at least for the white legs.
