After you complete the quest for kvatch, all the guards do is just sit there, and do nothing. If you ask me, kvatch should have been rebuilt after you finished that quest, overtime. I realize that there's a mod for it, except that mod starts working even BEFORE you do the kvatch quest, so I don't really like it. So yeah, I'm just trying to imagine what kvatch would be like if it were rebuilt. I would have really liked to see it

From an in-universe standpoint, repairs like that take a very long time. From a development standpoint, most quest-induced changes like that are extremely minor, and mostly aesthetic.
