In the Fallout wacky tradition, shouldn't the game have it no matter what?

It's optional because the contents of it are controversial among the fans. Some like wacky humor, others do not. Sawyer, for example, hated it, so it's optional.

I still haven't the slightest idea what it does...? Except that i hear an old school sci-fi sound once in a while.. You know that: OOOOooooOOOoohh-thing

Honestly, the only really wacky thing about it was the aliens. Other stuff it had could have been included in the main game, without it losing it's seriousness.

I barely noticed anything until my 342nd playthrough or something. Well besides the Indiana jones reference and the aliens. Then i noticed that the cyber dog foudn a well or something. Besides that, well once i got a wild wasteland OOOOOOOOOOOH sound and that crazy character thingy but i didn't notice anything.

The worst WW thing is something you encounter in OWB Man, I hate that thing LOL That's the ONLY reason I didn't choose WW this time around LOL (since my character went into OWB at level 8!) Yea, I had a few of those ohhohhhhh (music playing and all) but I didn't see anything out of the ordinary. That happened mainly in Honest Hearts.
