Cultural heterogeneity in High Rock

Hello all, I've been playing Daggerfall recently and I've come to start thinking about possible cultural regions in High Rock. What first provoked this thought was http://images.uesp.net/b/b1/DF-Map-Iliac_Bay.jpg. I noted that to the North-East there was a very large region: the Wrothgarian mountains (on and off home of the Orsimer). I know that the Wrothgarian mountains would be culturally Orcish, but what I'm really thinking about is the part of High Rock that lies to the North and East of the mountain range. My first thought was that given the space the mountains take up on the map of High Rock, the area North and East of the mountains would be cut off from the SW peninsula.

Is all of that Noth-East region to be considered part of the Western Reach? Would this imply it being more similar to the Skyrim Reach? Is the Breton culture we know and love from Daggerfall (rich, metropolitan, myriad principalities, distict architecture, home of the whole petty politics shtick) geographically relegated to the SW peninsula?
