Hi,
I'm stuck on the Spies main quest. I've tried doing it both ways, nothing. I've tried waiting by the rocks at dusk, nothing. I've tried asking around town, only one character will bring up Jearl. I've made sure the homeless guys' dispositions are high, but there's still no Jearl topic in their conversations. I've even broken into Jearl's house, into the basemant, and into the Bruma Caves. I can't find Jearl or the note in the house.
Is this a bug, or did I miss something?

Did you kill the spy at the shrine? You are supposed to end up killing both spies and then use their keys to find the evidence. However, you have to kill the first one to get the quest to move forward. Both spies do not have to show up, or be dealt with at this time.
