Anyone out there has some advice on how to make Meyers the Sheriff of Primm? Not certain whether it is a glitch or whether i have done something incorrectly?

I have successfully rescued Deputy Beagle from the Bison hotel and cleared out the entire NCR Facility of Powder Gangers with the help of Lee. Now when I return to the facility to chat with Meyer, he is stuck in a continuous loop saying something about "the NCR finally getting of their ass's to do something around her. Don't expect him to get in the way". I have restarted the game trice and still Meyers is stuck in this loop. Is there any way to overcome this/ fix this?

"If you completed the quest "http://fallout.wikia.com/wiki/I_Fought_the_Law" by helping the NCR take over the facility, Meyers will be locked in a permanent "Goodbye" conversation loop, talking as if the NCR is still invading, even if they killed everything and the quest is completed. You will be unable to advance the quest."

If you're on the PC then you could probably try a console command(I'm not really experienced with which one though), but it seems to me that the only way to solve this on the consoles is to start a new game. Either that or just ignore the quest.
