[REQ idea] Tribunal mods

While playing Tribunal I got a feeling that it was too empty. Many areas in dungeons and sewers are just empty space, with maybe just one or two enemies and no loot or any interesting items. There were some intriguing items in the Dwemer ruins (such as the old dwemer books and the Dwemer oil) but they serve no actual purpose. I also felt that the available quests ran out pretty soon, and there is nothing else to do in Mournhold.

What are some good Mournhold mods you can suggest? The few I've seen so far seem to be over-the-top: they add stuff like beaches, amusemant parks, etc. I'd like to see a mod or group of mods that address one or all of these points:

1. Place some stuff in those empty areas so that they are worth exploring.
2. Give the old dwemer books and the oil bottles some purpose. Like, if you collect all the books and have a bottle of oil, some scrap metal and dwemer cogs, you could make (or summon) your own robot as a companion.
3. More quests, including quests that only become available after the Tribunal MQ is finished.
4. Quests in Mournhold that involve going back to Vvardenfell, or quests in Vvardenfell that involve going to Mournhold.
