played f3 many times and have never found the key to the old olney underground via that ladder in the tunnels. Does anyone know where it is or is it acquired through a far-flung quest on the other side of the map?

Parts of Old Olney cannot be accessed until after you have completed the main quest and received a quest to return to Old Olney during Broken Steel.
