Simple question how do I get in the ncr hall of congress?
The door is locked and no obvious way to get in.

You have to talk to people. Go to Karl at the police station and talk about looking for work. He will tell you to go to Tandi. Go to the Hall of Congress and talk to the guys standing outside. Tell them about Tandi and looking for work. They will let you through.

I went and spoke to deputy karl about work then when I went to the hall of congress and speak to the cops They just say god day you new in town.

Go to sheriff Dumont standing on the corner, and talk to him about getting work. That should do it.

I get the two mixed up because you can pretty much have the same conversation with both of them.
