Skyrim's Imperial Pantheon

I recently discovered Froki's shack and it suddenly hit me. Is there a reason why most of the Nords are venerating the Imperial pantheon? Why isn't there a Temple to Kyne in Whiterun? Why does every city have a hall dedicated to Orkey Arkay? Did the Empire feel the need to slap the names of their gods on everything or did the Nords shift over the Imperial pantheon when we weren't looking, keeping the Nordic names around when they want to sound old-fashioned?

It's called laziness, but I always tell myself the Nords have shifted under imperial rule...

One basic word, Imperialization.

But in my opinion, the Imperialization of the Septim Empire is the most successful imperializing period in the whole Skyrim history, partly contributed by Talos himself. Talos embodied exactly Ysmir in the Nordic pantheon, a Dragon-shaped Serpent that Shor had to manifest regarding the absence of Alduin. So a pantheon leading by Talos with Akatosh, not the Cyrodiilic opposite one (leading by Akatosh with or without Talos), was very easy to become very popular in the Nords of Skyrim. As long as Talos stands, it was easy for the Cyrodiilic aspects of other Divines to replace their Nordic counterparts. And still, the whole religion Imperialization was with the Imperialization of the society. I'd say even to now the Nords of the Old Holds are more stick to the old Nordic pantheon than their western brothrens. (I'm not sure if this is the reason why the name of Kyne's Grove and Shor's Stone both in the Old Holds.)

It was quite different from the time of Alessian Order invasion and the Shor-worshipping fortification of Wulfharth, maybe the situation didn't shift rapidly even after the Marukhati Selectives injected some part of Shezzar into Akatosh to form a de facto Ysmirish-flavored Dragon, but to the Nords a Ysmirish-flavored Akatosh was no doubt more acceptable than an Aurielian Akatosh. Not to say after the Marukhahi Dragon Break maybe all the Eight Divine aspects became more mannish.
