fallout 3 goty edition new game crash

i know there are plenty of other topics concerning this problem but i cannot find a solution on any of them, i'm not particularly techy.

ive tried the method of getting the latest patch it continued to crash, i tried adding the d3d9.dll that made the problem worse as it meant i couldn't even get past the launcher, i tried the notepad config part where you had to edit the data, it too didnt solve the problem
