Starting Guilds?

I thought this would be cool on Oblivion, but it was already out then. But wouldn't be cool if you could start your own guild? You would have to talk to someone of "high importance" then do a few quest then pay the cost to set the guild, but you can only one guild at a time. But you can end the guild at anytime and you can start up a new guild in two weeks. Your thoughts? (P.S. I don't think I explanied this very well but I think you get the point.)

idk exactly wut u wuld do tho. I mean would you create the guild? how would you get people to join? who would you get to join? how would u run it? where would u set up the base? idk alot of questions to be asked but a good beginning concept but it needs to be flushed through and built on.

I guess you would have to ask around a few towns and ask some people, then once it gets a few people (say five) you can have them go around the towns were you found them and they could recuit for you. And when you go to set up the guild you could pick a city to set up the guild in. I guess it could be somewhat similer to the Fighters Guild, it might work.
