Question about base damage, base health, etc.

I am trying to figure out why the base damage, health, etc. in my game is different from the UESP and Wikia stats?

Example:

Per UESP & Wikia


Base Damage: 15
Base Health: 350
Base Weight: 18


In game


Base Damage: 7
Base Health: 100
Base Weight: 18



Why the discrepancy in damage? According to the Old Oblivion Wikia, "Base Damage refers to the base http://old.oblivion.wikia.com/wiki/Attack rating without factoring the effects of the appropriate http://old.oblivion.wikia.com/wiki/Skill, http://old.oblivion.wikia.com/wiki/Attribute?action=edit&redlink=1, or the condition of the weapon." Also, why over 3 times the health of the weapon?

So I ask, what gives? Any insight would be appreciated.

The damage cited in places that refer to various weapons is about what you will see when the weapon is fully repaired and you have 100 in both the relevant skill and supporting attribute. It is helpful for comparing weapons but not what you'll see in game unless you meet those conditions. By 'base damage' most of us here tend to think in terms of what the weapon will do on strike less any enchanted or poison damage.

The weapon you cite no doubt has 350 points of durability. The 100 you see in game is reflective of its current percentage of that. That is, the weapon is currently at '100% repaired'.

So, am I correct in calculating that if my base damage is at 7, I am doing 7 points of Hit Point damage to the NPC per strike? And if we are considering the weapon I have given as an example, once my Strength and Blade Skill reach 100, that is when the base damage will jump to 15? That seems really low...

You're most welcome! Yes, what you just said about damage is correct. The weapon you cite is not a particularly strong one, but yes, as your strength and, more importantly, your blade skill goes up, the damage will go up to about 15. You can actually exceed that a bit when you gain the armorer perk of repairing gear to 125%. For comparison, the best long swords and claymores in the game run between 25-29 or so physical damage.
