are these two mods compatible? which should i load first?

I took just a very quick look, and it looks to me like they would not interact, so load order shouldn't matter. I didn't run TESPCD on them, but that would be a good way to doublecheck.

These mods both do very different things and don't interact with each other, so there shouldn't be any reason to conflict.
