The condition of the Fallout Planet

Having seen the Mohave, the Capital Wasteland, the swamp DLC of FO3 and Honest Hearts, it occurs to me that I'm not really sure what the condition of the planet is supposed to be. On the one hand, in the Capital Wasteland, the sky is yellow grey and always overcast and there is no vegetation. Makes little sense unless everything died from a nuclear winter, but if this is the case, why is the Zion National Park perfectly fine? When we looked at the planet from space it all looked bad, but this is inconsistent with Zion and it's blue skies.

Of course it's just a game, but if I were Bethesda doing it all over again, I guess I might have a different look for the Capital Wasteland. More normal looking sky and more vegetation, even with all the radiation. What do you think?

Wonder what is going on in England and Australia? I doubt many bombs were targeted at Australia.

I believe an unspecified area that speaks volumes, there's probably a better shot from the Bridge but I can't find one. Also the lead designer said that Tenpenny's migration from the United Kingdom of Great Britain and Northern Ireland should give an indication of how things are doing over there - that someone thought sailing to America was a better alternative.

EDIT: And why not? We have no idea of the political sitation in 2077, Australia could have had trouble with China or been drawn into wars with the Commonwealth nations.
