Regular comes with the basic game, no add-ons.

GOTY edition (Game of the Year) comes with the basic game as well as every DLC and weapon/armor pack.

There is also an Ultimate Edition on Steam (PC) which is essentially the same as the GOTY edition.

The only difference between console and PC versions is that the PC version is modifiable with in-game mods.

I would strongly reccomend getting the GOTY/Ultimate Edition. I had bought the original when it 1st came out and had a nightmare with bugs. I was luckier then others but still had my issues especially at Hoover Dam. I had no issues since I got the GOTY/Ultimate edition, I still have freezes but they are rare. Also all the DLC comes with the Ultimate Edition. Saves you the time in getting them seperately, when you have it all in one place.
