Project Nevada -perks per level trouble

I've run into a glitch(?) in Project Nevada where I try to set perks to be gained every level via the PN menu, but I continue to gain them every other. The menu shows that it should go up every level...but it just doesn't work. Everything else from PN *seems* to be working, though.
-I just wonder if this is a common problem, and if there's a common fix for this sort of thing. If not, I can dink around with FNVEdit or play with my load orders or something to see if I can find the issue myself...I'd just rather not. I may be familiar with it all, but I'm certainly no guru.

(I want to say I've read somewhere that I don't have to "masterUpdate" the mods anymore? Well, I do. Could that be my problem? (note that the mods say ".esp" at the end...yeah. I ran masterupdate, and it didn't appear to do anything, even though it appeared to run just fine...maybe I should just redownload and try again?)


EDIT: is the number of mods there excessive? It looks like it to me, but my game is stable as hell...I've only seen two crashes in about a week of playing.
