How I Think Cyborgs should be?

there is something i really want more than anything else its something i've always wanted in a fallout game...the ability to become a Cyborg and i know ALOT of people will say "we already have the ability to become a cyborg in fallout 3 and new vegas" well you know what i have to say to that..NO. if you are talking about the perk in fallout 3 and the implants and robot brain, heart, and spine in new vegas well i don't consider that as becoming a cyborg WHY?
1.) because they doen't even make you look like a cyborg. no metal sticking out of your body, no robo eye, no robo leg or arm NOTHING
2.) it made you feel more like a some guy with a special ability and less like a cyborg WOW i can have 1 point added to all of my specials this is SOOO cyborg like *sarcasm*
i want a to actually become a cyborg i want the implants to mean something i want to have some disadvantages like you have to power your self with energy cells or else you wont be able to use your cyborg abilitys or may even die.
this is my idea of how it should be:
Once you have become a cyborg you do not have very many abilitys you are 50%-75% resistant to radiation you have more health you have a permanent armor rating of say 30-50 ect. but you also have disadvantges such as you are more effected by energy and plasma weapons you have to be powered by energy cells or else you may die or be weaker, you are slighty lower, and every now and then your cybernetic limbs would have to be repaired or even replaced.
but you could make yourself more poerfull by finding data chips these data chips could be found all through out the place the game is set in and once you find them you could give them to the person who turned you into a cyborg and he/she could take them and turn them into implants for your cybernetic body these implants could be used to further improve you abilitys such as:
having you run/walk faster, alowing you to shoot lasers out of your hand, detecting heat signatures from bodies using your robot eye, hack and control robots, improve or repair all weapons using parts from your body, etc but the down side to this would be that you could only have 4-5 implants on you at a time and if you want to change them you have to go back to the person who made you a cyborg and ask him/her to change them for a reasonable price  and that the more you have the more energy cells you would need to have to power your big mechanical ass.
so what do you think
