Mer and Mutton Chops

Now, something I've noticed is that Mer have a bit more difficulty growing facial hair that other races. In Morrowind's character creation, the Atlmer had no option for facial hair what so ever (At least, to my knowledge). However, we see that several Bosmer and Dunmer walk around with varying lengths and thickness of their impressive facial hairs. Come Skyrim, all these races have less facial hair options than the races of Man. Now, this may just be a gameplay thing, but why is it that Mer do not have as thick beards, sideburns, mustaches, etc than the races of man? And what allows the Orismer to have such ease in growing facial hair? Could it be part of Boethiah's curse?

Auri-El shaved while Lorkhan grew a magnificent beard. Due to this, a schism was driven between Man and Mer, where Mer rarely grew large beards while men paraded around their facial hair. The Dwemer grew beards because they didn't care about Aldmeri myths, while the Orsimer grew beards to signify their status as pariahs.
