How you build your character? Perks, Special, traits and ski : Fallout: New Vegas

I would like to know how you guys build your characters.

I actually don't build characters.
I set a SPECIAL that I'm satisfied with and which defines the character I'm about to roleplay.
But apart from that I don't really build it. I just take stuff as I go along.
