The levelling system in the game is such that, when you level, enemies level with you. It's not like World of Warcraft, where you need to be a certain level to enter certain areas, or equip certain armor. (Although at higher levels, better items, and stronger enemies spawn).

Technically, you can finish the game at level 1. Or, you can be put the MQ off, until you're level 30. It will still be just as difficult.

No, the loot will progressively get better as you level.

New armor and weapon types unlock. And better, more expensive items are found in containers.

I wouldn't. Especially if you're new to the game, just play it. You'll learn as you go. Try not to overthink things.

Well, the problem is, that everything is levelled, monsters, enemies and all the loot (armors and weapons). While you can simply find better generic items when you level up, there's a problem with unique items, mostly quest rewards. They're levelled to the level you aquired them at. Thus an item aquired at level 10 can become useless at level 30.
Some people simply wait until they advance to a higher level to claim those rewars, while other don't care as generic or self-enchanted items can be just as good. It's up to you.
If you on the PC, you can install a mod, which level those unique items as you progress

Woah woah woah people, slow down. Don't overweigh someone starting a new game with all this advanced stuff.... I level naturally btw, and do not spam any skills. Sounds like you have picked a character, and you are ready to explore. You can choose to do the Main Quest at any point in the game, you can choose to not do it (as I have chosen, at least on this character) or you can drop off and go explore, picking it up where you left off.

Just play the game. Don't worry about leveling. Yes, items are leveled to you, but you will find so much loot in this game, that it will not matter. This game is all about replayability and total customization. If you've decided after several levels of play that you want a new character go for it. I always keep one save, just before leaving the sewers. This is where my new game starts every time.

I've been playing since release, it's a wonderful game. Imho, the best rpg I've ever played. After playing for a while, I've realized that playing Oblivion is not about beating the game, it's about living the game. Good luck! :spotted owl:
