Independent military

Did any countries have their own formal military before the Aldmeri Dominion or did the rely solely on the Imperial Legion

im pretty sure most lords and nobles alike got their own soldiers

as for a separate army apart from the legions, id say yes


take hammerfell for example, they had the troops to fight off the dominion even though the empire pulled out their troops

now wether this is an actual standing army such as the legions or a looser alliance of nobles and lords alike forming an army, i cannot say

In Morrowind, each Great House had its own fighting force. So did the dukes and the King, but they were imperial puppets.
Morrowind had a special status in the Empire, though.

It seems that the only people who doesn't are the Nobles of Cyrodiil, seenig as all the counts use bodyguards from the Imperial Legion(or at least I think the Cyrodiil city guards are of the Imperial Legion) and I don't remember any other nobles having soldiers in Oblivion.

Every City had its own guards, if that's what you are talking about... only the IC used dudes calles "Imperial Watch".
