Blurred textures

Hello forum!
This will be my first post here, so please do tell me if anything is not in order/missing, I'll try to be as complete as possible.

(note in advance, I -do- have screenshots, but am not allowed to post links. Please let me know how to share those for clarification)

Since recent I have a new desktop computer, and decided to install fallout 3 on it with a load of mods.
PC config:

OS: Windows 8 pro
Processor: AMD FX8120 eight core 3.10GHz
RAM: 8gb
Graphics: AMD Radeon HD 7800 Series
Graphics driver: CCC 12.11 (beta)

The version I run is 1.7, with DLC, and I just tried installing the unofficial patch linked in one of the sticky posts here (didn't help).
The setup is the same I have used on my laptop (which ran just fine) and my previous desktop before that (which also ran just fine).
My base install is the collectors edition (lunchbox).

The problem I am suddenly experiencing is blurred textures on the weapons/hand and in 3rd person under a certain angle on the head/shoulder area of the character or even more including the surroundings.
These blurs are not just on there, but they are on that general area of the screen as text/hud/anything in that area is blurred.

Most likely this is caused by something related to the mipmaps, as I already found out by two afternoons of searching the web.
There isn't any direct information about this occuring in fallout 3 though, so I used some instructions that seemed related.

Something I found was to put the mipmap/AA in CCC all up to high, I already have this so that doesn't fix it.
At first I didn't have the option to change the mipmap settings in CCC, where it was mentioned to change "TextureLOD_NA and set its value to 0" in the windows registry.
I did that, it worked. Next day it's blurred again and that 'trick' doesn't work anymore.

I've also tried different drivers for my graphics card, I started with the most recent (CCC 12.10) and have now tried to use the 12.11 beta hoping that might work, it doesn't change a thing.

I've tried different graphics setting both in the game and on my graphics card, ranging from lowest to highest, where nothing seemed to help.



Further information I can give:

The mods are not the issue, I've tried it both with them on and off to see if they bug up somewhere, that's not it.
Once during browsing for a solution, I randomly decided to just start the game up, it looked good, double check that by restarting it, back to blur.
The blur gets less if I aim for the ground and get as little space between my viewpoint and any background that I may be looking at.


I'm now going to try the only thing I haven't yet, which is re install the game.
I don't know if that will do anything, but I'll update this post asap.
if anyone here might have ideas left or even experienced this themselves, I'd like to hear about it :smile:
And as said at the start, if anything is missing or not up to rules/regulations or just plain unclear, please do tell me.
