hi I Have Installed fallout 3 game of year edition but when I start it the story it freezes at the point of the character being born what do i do?

I would try deleting and reinstalling first. The most obvious answer. At least reboot.

Many others here have much more knowledge than me. Have pateintce, someone here may be able to walk you through but the forum is not super active allthe time. SOmeone else will likely respond within 24 hours.

Failure at that point is extremely common for PCs without a good quality video graphics solution, particularly Laptops without any video card at all (Intel integrated chips won't cut it).
