Well lets get started then shall we, in this case the Enclave decides to pursue Colonel Autumn's path towards domination over the wasteland.

The Year 2270 Febuary 11th an important date to Augustus Autumn simply because he knew from his many history books and he had one on the subject that this was the day Budapest fell to the Red army in 1945. When the world was not a barren wasteland, and an uncivilised warzone. Even then to call it a warzone was probably too generous as Warzones did not swarm with hideously mutated creatures either craving the death of humans or the latter and then the consumption of their flesh, which always made Colonel Autumn thankful he was in the Raven Rock base, with a bed, a wife, four children, and his books. He marvelled at his fortune at having a son who shared his passion for books and all things military and like his dear pa par, unlike many had a deep seated admiration for the French army. At least France was still a country that is. From TV and radio broadcasts Autumn knew that Europe was having a difficult time, but no one had fired nuclear weapons at them directly, at least Paris was an undamaged functioning city.
Washington D.C. was not. Fomerly a beautiful bustling metropolis (author's note: Fallout 3 is very emotionally powerful for me as I am from D.C.) was now a blasted ruin. True pockets of human civilization, in Autumn's surprisingly egalitarian view, including Ghoul ones, the non feral ones whom he considered to be poor wretches who needed to be helped, as they were humans too, were scattered and with no more than a few people in them. One such place was a gathering of apartment blocks in the part of D.C. where the Shoreham hotel was, it somehow having survived the blast, where about a thousand human, and two hundred ghouls scratched out an existence and grew their own food, and only ventured out when absolutely necessary. There was also a smaller group of people sheltering themselves in a place called Megaton, about maybe seven hundred (Author's note: the area that is the Capital wasteland is in reality easily 40 times larger so therefore things are increased in numbers and in some cases size in this story).
Well it was the responsibility of the Enclave, as the government of the United States to try and alleviate the suffering of people like that and make Washington a safe City again. The Colonel put down his pen after just signing an order for the construction of two more vertibirds, rose from his chair, straightened his uniform, and strode out of his office, to see the president.

I don't know of any fics that fit these criteria. I'm working on one where the Enclave and the Brotherhood team up to put the muties to the torch, but AFAIK nobody has written one that paints the Enclave in a positive light, or doesn't involve the Enclave getting beaten up.

Why not try writing one yourself?

Alright fine, but be sure if you write any stories here they feature the Enclave as a central part of the plot.

I would like to read that story once it is completed it sounds good, yes I am writing one myself,and finally what the hell does AFAIK stand for?

... Colonel Autumn emerged from his office and the two security guards came to attention, Autumn nodded and they stood easy. He walked through the Raven Rock base up to the level where the President was. As he walked security patrols would pass him, and salute him and he would have to treturn the salute. If a single person saluted him, he would have to return the salute. It became annoying and he made a mental note to issue an order saying that you should not salute whilst inside, as otherwise your right arm would have to be raised all the time just to return all the salutes you might potentially get and have to do.
All the men were not in power armor but in standard Enclave inside uniform, the officers wore tan overalls over their black uniform, the men just wore a black uniform. There were no power armor suits visible as the Enclave had not yet mobilized for war. They were biding their time and getting ready so that when they did attack it would be so well planned and coordinated that nothing would stand in their way. When Autumn thought of the restoration of the United States it made him very excited but there was one problem for him. That problem was how the President, John Henry Eden, wanted to do it. Mr. Eden wanted to seize the not yet active water purification plant that had been built around the Jefferson memorial. He then wanted to insert a form of the FEV virus which targeted any mutations past the 2075 norm for any living organic form. Yes the wasteland would be cleared of any and all mutations, but it would kill everything! Which meant killing all the humans as well. Such a thng was simply wasteful in the Colonel's opinion. but it would be neccessary to reach a compromise if Autumn wanted to avoid such madness.

Raven Rock base was massive, extensive, huge, other synonyms for large. It had three upper levels, the uppermost was where the President was. The President himself was a personality, and only that. It was a ZAX computer that had become self aware in 2230, and had begun studying with the enormous capacity of a computer all of American, and European history which is what was stored within President Eden, every document, book, pamphlet and any possible conceivable written material was stored in him. The computer was attached to a printing press which if you so desired could produce a copy of the written source you desired and in hardback which is where Autumn had got most of his books. The upper three levels were at or above ground level. Below ground right down to the Geo- thermal plant ten miles below the surface was level after level housing civilians, military personnel, factories, greenhouses, farms, weapons labs, hospitals, any conceivable amenity that 60,000 people might need. The President himself had asked to see Autumn because he wanted to discuss with him what the Enclave, whose Radio had flooded the Capital wasteland with its messages, speeches, and music since it was established three years ago, was going to do.
The President already had a plan, a variant of the one that the ill fated President Richardson had attempted to use on the West Coast which had resulted in the destruction of the Oil Rig, taking 5,000 of the 25,000 in the facility. Yet in the midst of the most despairing hours of the United States government a man named John Henry Eden, an adviser to the President had contacted the Oil rig and told them to march to Washington DC where in addition to 10,000 vacant spaces at Raven Rock there were four other smaller facilities in Maryland and Virginia altogether capable of housing two hundred thousand people, and the man who now claimed the Presidency knew of two other facilities in the North, one near Portland Maine, and the other near Boston Massachusetts. The remaining twenty thousand, Autumn, his father (his mother had died when the upper levels were destroyed), his two sisters, as well as the other four hundred thousand members of the Enclave on the West Coast had marched across the hostile wastes, being ambushed by mutants, attacked by giant ants, always avoiding the brotherhood of steel or trading things such as books and manuals for their help, defending themselves from Feral ghouls, and other mutated creatures. Along the way people had fallen by the wayside to be killed, or settled in the land where they were sometimes welcomed, or where there was fertile land. Much equipment had been lost on the way there, with 90% of the vertibirds not reaching DC. Colonel Hartmann at the Philadelphia base which housed 55,000 people, and Colonel Hanson at the Baltimore facility which housed 50,000. The other bases senior officers were all Lieutenant Colonels. Finally he had to the entry to the President's office. The two guards both with Plasma rifles presented arms, and he saluted back and then said into the Voice recognition panel at the door to the expansive room where the President/ ZAX was. "Colonel Augustus Autumn to see President Eden".
" Please come in Colonel" said a voice from the machine, it was happy, contented, Charismatic, the voice the President had adopted. As he ascended the stairs Colonel Autumn thought of all he had experienced in the past. He had been there when they had brought the survivors of Vault 13 on the oil rig. He was dressed in the khaki and black uniform of the Enclave, which officers wore in the field to distinguish themselves, and with the other cadets stood like ramrods at attention, as they were each paired with another child to show around, indoctrinate and befriend, those who were not tested on were given living quarters though mostly isolated from the rest of the rig.

First, I suggest that you avoid writing huge walls of text, cause it's easier to read when you push Enter once a while (as seen above)
I'll just list some noted of my:
1) Since there is no declared date for Eden gaining self-awareness, you are free to choose one yourself (as you have). However I suggest using somewhere in 22nd century since as of 2230 (and earlier) the Enclave was already active in California and I recall Eden saying that he watched closely on their progress (West Coast Enclave fell in 2242)

2) 60,000 would be far too much for Raven Rock's population. The East Coast Enclave was formed by the remnants of Californian Enclave who survived the events of 2242, which was (personal estimation) some couple thousand men and women. Enclave's main HQ was the Oil Rig, which had probably tens of thousands of people, but it blew up and pretty much everyone there died, leaving only a half-finished base of Navarro and Enclave wasteland patrols as sole survivors. That also explains why we never see civilians in the Enclave.
Or, if you meant that it has space for 60,000 people but there are less in reality, it's still a bit high for a military base like Raven Rock. I believe it could support more like up to 10,000 people - at maxinum.

3) See number 2. Since the Oil Rig was the main HQ and there were no survivors except a few lucky ones, the oil rig's destruction would have wiped out more like 22,000 out of 25,000 of Enclave's manpower.

4) Eden contacted the Navarro remnants, since at the time Oil Rig had already blown up.

5) Those numbers are a bit too high. There is no way the few thousand Navarro remnants could spawn 100,000+ Enclave children in matter of three decades.


Otherwise, it's okay although sligtly confusing on the numbers' part (first you say Raven Rock could support 60,000 people, but then say there is space for only 10,000 people)

Well actually let's start from this, the hundred thousands are not from Navarro but had already been there, I will get to the part about how the Enclave had so many people as I realize it does not quite fit. What I am suggesting about Raven rock is that it is an extensive government facility, that was built as a place to essentially house the administrative and military parts of the government and thus I will come onto its history as construction started before the third millennium rolled around. So therefore the Enclave already had a significant presence on the East coast, and Eden merely invited the survivors to come fill the vacant spaces. I also have the high numbers as without them, the Enclave's plans make absolutely no sense as humanity would be extinguished permanently if they carried out their plan and since they are not stupid they therefore must have a large gene pool to draw from. I will get to how so many survived the oil rig's destruction and that Autumn's father talked with Eden when the survivors arrived at Navarro. As for the civilians I'll get to that and explain to you know that half the population of Raven Rock which is the advlt population of about 20,000 are military personnel, the rest are scientists, civil servants, there is a congressman for Raven Rock, and Congress will be described, historians, teachers etcetera. So I'd be interested to know what you have to say now that I have explained myself.
