So from my understanding Bethesda declared the major events of Fallout Tactics canon. Well considering that their are three different major endings which one is most likely to be canon. IMO this was the laziest answer gamesas could have given when it comes to canon.

I ask because it would be nice to know who owns where and what power each faction has.

It is lazy, but they possibly have plans for the area and didn't want to give away too much yet.

Or at that point they still didn't know what ending they wanted to go with.
