Thalmor and Altmeri Cultural Enrichment

In the cartoon series "Avatar: The Last Airbender", we get a look into the culture of the Fire Nation in the form of a school that our hero Aang (incognito) sneaks in to. Being 100 years out of date, he experiences a shock in that the rich Fire Nation culture he remembers seems to be completely stifled by the staunch nationalistic indoctrination; history seems to focus mostly on the exploits of the military, band practice seems to be strictly rigid, art work seems to consist primarily of aggrandizement of the last three Fire Lords (the three that carried/are carrying out this imperialistic overrun of the rest of the world which was kicked off by an atrocity, natch), traditional Fire Nation dance styles are completely forgotten, and school uniforms seem almost military.

That got me thinking... Would the Thalmor have a similarly deleterious effect on the rich culture of the Summerset Isles?
