Question about Console Command...(Reference?!)

so... im nut sure if this is the right spot to ask but,
im quiet new with oblivion on PC. I used to play on my PS3.
There are many funny things you can do with that console
commands, but there is one thing i still dont figured out.

How do i force npcs to wear a gear, or take that gear off?
i dont how hot to get that "reference"... for example with
that kill command, when i stand in front of a npc and
write "kill" in the console, something like "Kill requires
reference" pops up. can someone help me pls?
and sorry for my bad english ;)

click on the target you wish to issue the command to. you will see it get selected on the top of the screen.

Once the console is open, you have to focus the output on something. For example, player.additem will add an item to the player.

To focus on an NPC or an object, you have to click on that object with the mouse. The text at the top of the screen will give you the ID of the object.

As for the reference ID's, each object has a FormID for the item, then if that item is added by the game (01) or the first DLC (02) that number is added to the front of the form ID.
