I had to clear out the RAM and there was also an error with the PC monitor, i suspect my problem may be to do with the screen resolution, i want to avoid a re-install if possible

Have you tried running the launcher and resetting your graphics settings?

If you have, my next suggestion would be to verify the game files through Steam.

Downloaded d3d9.dll to see if that works, apparently the blue screen corrupted my directX

Try deleting or moving your .ini files (located in My Documents\My Games\Fallout NV; there are two of them - Fallout.ini and FalloutPrefs.ini). This will force the game to generate new default ini files.

I'd go ahead and post a Dxdiag to the thread as well.
